What is NDIS?
The National Disability Insurance Scheme (NDIS) Commission is a new independent agency established to improve the quality and safety of NDIS supports and services. NDIS will provide about 460,000 Australians aged under 65, who have permanent and significant disability with funding for supports and services in their communities such as doctors, sporting clubs, support groups, libraries and schools.
- 277,155 Australians are accessing the National Insurance Disability Scheme
- 11,504 Children receiving support through the NDIS Early Childhood Early Intervention (ECEI) approach.
- 85,489 Australians receiving supports for the first time.
The NDIS Quality and Safeguards Commission (NDIS Commission) began operating in New South Wales and South Australia from 1 July 2018.
Key migration commencement dates are:
- Vic, Qld, Tas, ACT, NT from 1 July 2019
- WA from 1 July 2020.
Current quality and safeguards requirements for that state or territory will continue to apply until the NDIS Commission begins operating in a state or territory,

What are the NDIS Practice Standards?
In order to ensure a national consistent approach to quality and safety of services, registered NDIS disability service providers are required to comply with a NDIS Practice Standards.
The NDIS Practice Standards consist of a core module and several supplementary modules as below
1. Core module
The core module covers:
- Rights of participants and responsibilities of providers
- Governance and operational management
- The delivery of supports, and
- The environment in which supports are delivered.
2. Supplementary modules
The supplementary modules cover:
- High intensity daily personal activities
- Specialist behaviour support, including implementing behaviour support plans
- Early childhood supports
- Specialised support co-ordination, and
- Specialist disability accommodation.
The NDIS Commission requires all NDIS providers have audits conducted by ‘Approved Quality Auditors’ to ensure quality and safety safeguards they mandate are maintained and adhered to.
How the NDIS Practice Standards Audited?
Your organisation will undergo either a ‘verification’ or ‘certification’ quality audit.
- Verification audits: For individual sole traders and partnerships delivering lower risk or less complex services.
- Certification audits: For higher risk, more complex services and supports, and for organizations operate as a ‘body corporate’.
